[ATMREPORTS] RCAA & RSAA lists

I don't know why the RCAA and RSAA lists didn't show up yesterday.

I noticed yesterday that my copy didn't show up in my inbox. So, I 
checked the list archives and they showed up there.

So, I wasn't sure if my eyes were lying to me by not seeing them show 
up or whether the archives were lying.

But, someone just asked me if I sent them yesterday. So, since he 
didn't get them, I'm going to conclude it was the archives that were 
lying and will resend them.

If you did get them yesterday, then I guess it was just some people 
got them, some didn't. Or, maybe your eyes lied to you and they 
weren't really there.
